With us, the democratic political institutions and processes in place if the country focusing on the accountability of those present and future to improve their quality of life. Current Concept of Development recognizes development sustaintable truth must come primarily from the initiative of individuals, families, communities, cooperatives, non-ganizations governmentor, and organizing other people. Therefore, emphasis is marginalization. It also implies that the collection of aspirations, choices and decisions of individuals, families and communities should be the basis for policy and action, so they must be responsive to the realities of everyday life.
However, the empowerment of people and the development vision of the Philippines invogorated of a populace free from poverty, may enveloped by a too large family to support. Therefore, concern about the rapid growth of population must be viewed in the context of the situation prevailing in the country today.
